Why we should not blame Ray Nagin.

I answered bigd in Katrina Hurricane: Heroes and Idiots. I think it is a self contain topic itself so here you go.

You brought up a good point which I shall give my explaination. The reason I don’t blame Ray Nagin is that he has vanishing amount of power in his hands in time of emergency. All the power he had was at most NOPD plus few other departments. What do you think those polices would do when they know cat5 hurricane is coming? Yes, some of them will run away. That means Ray Nagin virtually had no man power before the storm. You might say why don’t they use NO citizen? They were fixing their houses for coming storm, of course. Don’t anybody in fed expect that to happen? That mayor will have no power. That he would be incapable of evacuate people. How on earth a mayor with virtually no man power prepare or evacuate hundreds of thousands of people except to have citizen relying on their own?…
